Center drop target prevents balls from draining

We twice had an issue in which the game ended, and there were presumably balls locked on the playfield. Those balls got released at the end of the game, but the drop target between the flippers was raised and wouldn't let the balls drain. And because it didn't see the balls in the trough, it wouldn't start a new game until we took the glass off and manually drained the balls.
